Well Sasha, Sasha here!!! I am not an expert on this topic, but here's what I think. Alcoholism and drug addiction are looked upon as diseases/illnesses by the courts. Neither one of them is a physical illness, so therefore it must be mental. Since people never fully recover, therefore they are mentaly ill for the rest of their lives. That would be what I think.
